Louisiana's state Board of Ethics has asked an appeals court in Baton Rouge to review a decision by a panel of administrative law judges that dismissed conflict-of-interest charges against state Rep. Rick Gallot of Ruston, a key Jindal administration floorleader on ethics issues.
In September, the panel ruled that the ethics board took too long to prosecute seven allegations that state Gallot violated state law by being the attorney for the Black and Gold Facilities Inc. in business dealings with Grambling State University and the University of Louisiana System's Board of Supervisors, on which his mother, Mildred Gallot, serves.
Gallot, a Democrat, is chairman of the House and Governmental Affairs Committee. He took the lead on Gov. Bobby Jindal's ethics law package in 2008.

Dozens of people on both sides of the health care debate faced off outside Senator Mary Landrieu's Shreveport office Friday afternoon.
The Red River Tea Party was outside the federal courthouse where Landrieu's office is located.
They believe Landrieu sold her vote by adding a special provision into the bill that would bring $100 million in medicaid subsidies to Louisiana.
On the other side, a group in favor of the bill says they disagree that Landrieu is being influenced.

In the past, if a 911 call was made from a cell phone, it was difficult for emergency responders to locate where the call was made.
Now, East Texans using cell phones have quicker emergency response with "Wireless Phase II." It gives dispatchers the callers latitude and longitude.
The agencies that have this service in our area are Camp, Marion, and Panola County Sheriff's Departments and Carthage Police Department.

Citizens of Shreveport may have noticed their water is a little softer these days. Apparently weeks of rain can do that!
Darren Fortenberry, purifications superintendent for the City of Shreveport, makes the educated guess that while the flood gates were open at Cross Lake, we may have let as much as 60 billion gallons of water out of Cross Lake. Cross Lake holds about 26 billion gallons of water, so that means the lake could have turned over twice in the time the gates were open.
Fortenberry says he has never seen the hardness level for the city water supply as low as it is right now; the rain has definitely diluted the mineral content. The city's hardness level is on average 45-50 mg/liter, but at one point in the last two weeks, it was only 21 mg/liter.
