More than 60,000 rank-and-file state government workers won't get pay raises next year.
The Civil Service Commission agreed Friday to suspend the raises, because of state budget problems.
The order strips state agencies of their ability to give 4 percent annual "merit raises" to employees in the 2010-11 budget year that begins July 1. Five members of the commission agreed to the order while one member abstained.
Workers deemed "classified" under the Department of Civil Service will be affected.
Gov. Bobby Jindal was expected to agree to the order and to enact a similar pay raise ban for political appointees, who are known as "unclassified" workers.
State workers called the ban unfair, saying the state's budget shouldn't be balanced on their backs.

It's painful to pay for a fill up, especially now that motorists are paying the highest prices for gas since October 2008.
Retail gasoline prices rose Thursday. According to the Associated Press, the nationwide average hit $2.79 per gallon. Prices have now jumped 18.9 cents in the past month and are 87.9 cents higher than levels a year ago. In October 2008, prices averaged $2.82 per gallon. The Energy Department and many industry experts expect prices to top $3 this spring.

Changing a lightbulb at a church in the New Boston area led to the discovery of nearly three dozen bullet holes along some eaves.
Liberty Hill Baptist Church co-Pastor James O. Hilton says electrical wiring could have been damaged and the shooter "took a chance on setting the church on fire."
At least 35 bullet holes were discovered March 12.
Investigator Robby McCarver with the Bowie County Sheriff's Office said Friday that it looks like someone was trying to shoot out a street light and "the church was in the background and got hit."
McCarver told The Associated Press that nobody has been arrested.
New Boston is 100 miles northeast of Tyler, where the investigation into a string of area church fires led to the February arrest of two suspects.

Shreveport Fire Investigators, along with the Shreveport Police Department, arrested two individuals over the last two days for Simple Arson, which carries a maximum penalty of a $15,000 fine and five years in jail. The two arson arrests were unrelated to each other.
Kevin Hashhieder, age 19, was arrested on March 16 for setting some woods on fire at 9200 Southland Park Drive. He was booked into the city jail.
A 12-year old juvenile was arrested on March 17 for setting a shed on fire at 7400 Glen Leaf Drive #140 on March 15, 2010. He was booked into the juvenile detention center.
SFD crews responded to both fires and were able to extinguish the fires quickly with no injuries being reported.

Bossier City police are trying to identify two men and a woman who were involved in the theft of three cell phones from a retail store.
The suspects were seen on video taken by a security camera at the AT&T store in the 2900 block of East Texas Street on Feb. 25, 2010.
The video shows a man and a woman approach a phone display inside the store. He raised his arms in an apparent attempt to block the woman from the view of store personnel as she looks around and takes a cell phone before putting it in her purse, police said. The woman is seen later in the video putting two other cell phones in her purse.
Police said the three phones have a retail value of $1,600.
Detectives believe that a man wearing a cap and black shirt in the lower right portion of the screen was with the couple and is an accomplice.
Anyone with information is asked to call Bossier Crime Stoppers at (318) 424-4100.

The event not only adds to the beauty of the North Bossier Park for future generations to enjoy, but will also replenish the park with trees after many were lost in the tornado that struck north Bossier City on October 30, 2009.
