Hallsville School District Doesn't Make Payments To State

The Hallsville, Texas, Independent School District owes $7.3 million that was not paid by an administrator to the Texas Education Agency.

The state agency and the local school district say a district employee who resigned recently did not make the payments. The money is "unaccounted for" and an outside auditor is coming in to find out where the money is, they said. There have been no accusations of theft.

The payment is what the school district owes the state for what is known as the "Robin Hood plan" where more affluent school districts like Hallsville share some of their tax revenue with school districts that have less money.

A spokeswoman for Hallsville ISD said Tim Brittain, the former assistant superintendent for finance, was in charge of making those payments to the state and the school board had no reason to question whether he was making those payments.

Hallsville ISD has made arrangements to pay the state.

"We believe we will have a plan to then pay back this loan within the next four years," Hallsville ISD's Carol Greer said. "This will not effect the education of any of our children."

The state should get its money by the end of the week, she said.

School board members said bond money for construction projects like the new elementary and high schools will not be affected.
