The president of the Arkansas State University System says it's too early to tell whether its governing board would allow guns on campus if lawmakers OK the plan.
   The Arkansas House approved legislation Friday that would enable universities to allow their faculty and staff to carry guns on campus. It now heads to the Senate.
   University System President Charles Welch says college leaders would have to spend a "considerable amount of time" making the decision.
   He also said the bill's requirement that colleges opting out must reaffirm that decision each year could be disruptive.
   The leaders of the University of Arkansas System and the University of Central Arkansas declined comment Friday. The University of Arkansas at Little Rock chancellor has said he'd recommend not allowing guns on his campus.
