Construction budget revamp gets Senate approval

The Louisiana Senate has overwhelmingly approved a bill pushed by Gov. Bobby Jindal's administration to revamp the way the state Legislature draws up its annual construction budget each year.

Supporters say it makes improvements by requiring more study of projects and a tighter rein on spending.

The Legislature every year loads up the state construction bill with projects that look good to constituents but have little chance of being built anytime soon because the money is not there.

Opponents say the bill codifies in law a broken system that gives the governor too much control. One opponent called it "fluff" dressed up as a reform measure.

The bill, approved Monday, would require feasibility studies before projects could be included in the annual construction budget, and it would limit the amount of dollars that could be spent on local projects sought by lawmakers each year.

Priorities and feasibility studies would be overseen by the governor's office.
