Shreveport Mayor Cedric Glover, embroiled in a dispute with members of the City Council over his office's failure to file travel expense reports, said today he has improved accounting procedures but will not revoke a top aide's city credit card that is used to charge much of those travel expenses.
Three councilmen earlier this week asked Glover to take away mayoral assistant Rick Seaton's city credit card. Councilmen Joe Shyne, Monty Walford and Bryan Wooley said Seaton ignored policies regarding use of the card for city business and travel policy.
The councilmen said Seaton has exceeded pre-set monthly and per-transaction spending limits; used it to buy personal items; has not always submitted receipts to reconcile with the credit card statement; and has not always submitted expense reports within 10 days as required by city travel policy.
In a letter to the councilmen, Glover accepted responsibility for mistakes in terms of the city travel policy, but stood by his assistant and said the credit card did not need to be revoked.
"We have taken steps internally to better adhere to the procedural steps and we will continue to explore adjustments that will make us more efficient and effective while maintaining transparency and accountability," Glover said in a letter to the councilmen. "I believe these steps will prove sufficient to address your areas of concern."
The letter comes amid an increasingly testy relationship between the mayor and members of the council who have been trying to find out how much his office spends on travel.
Glover and some of his aides would not submit itemized expense reports for some of his travels -- the cost of which have exceeded his office's travel budget -- until Councilman Monty Walford called him on at last week's council meeting. Glover in that meeting became defensive and visibly upset.
