Arkansas Gov. Mike Beebe hopes that early parole for some prisoners could lead to cleaner roads and highways in the state.

The governor is proposing a plan to parole some inmates 30 to 60 days early and have them pick up litter as a community service requirement.

Beebe and prison and parole officials are still working out details of the plan.

David Guntharp, director of the Department of Community Correction, said it is still unclear how many inmates could be eligible for the program, but that officials would make sure the work is being done properly.
