Secretary of state surprised by level of outcry over legislative pay raises

Threatened with a recall effort stemming from a big legislative pay raise, Louisiana House Speaker Jim Tucker said he "will respect whatever Governor Jindal wants to do" as a deadline to veto the controversial raise draws closer.

Tucker pushed the pay raise passage through the House. Jindal said he opposes the raise but won't veto it for fear of jeopardizing his legislative agenda. Tucker said that won't happen.

Jindal has until July 8 to veto the raise. If he doesn't, it becomes law without his signature.

A petition seeking to force a recall against Tucker was filed on Wednesday, the fourth such petition filed against a Louisiana lawmaker this week. The secretary of state's office said 30 recall petitions have been requested around the state. None has been filed so far in Northwest Louisiana.

Secretary of State Jay Dardenne, who was in Shreveport today, said he was surprised by the size of the lawmaker pay raise, which doubles their salaries. The former state senator said he expected some public outcry -- but not this much.

But getting a recall packet and getting a lawmaker out of office are two different things, Caddo Registrar of Voters Ernie Roberson said.

Recall organizers have 180 days to get a third of all registered voters in a particular House or Senate district to sign the petition.

In Sen. Robert Adley's Northwest Louisiana district, for example, there are more than 74,000 voters in parts of five parishes. Nearly 25,000 registered voters would have to sign a recall petition to force a new election. Organizers can't go back and get more names if it turns out they signed up too many unregistered voters.

Adley, of Benton, voted for the raise but has not been targeted by a recall.

"That's very difficult," Roberson said of a recall effort in a district as large as a legislative one. "It's tough just on city council candidates when they have to get 750 signatures."

Once a recall petition is submitted to a registrar of voters office, workers have 10 days to verify all of the signatures.

Tucker said the pay raise issue has overshadowed other legislative accomplishments. In a statement, Tucker said he will respect whatever Jindal elects to do and remain committed to working with him to "bring about the positive changes that all citizens of Louisiana deserve."

Recall petitions also have been filed against Reps. Steve Pugh of Ponchatoula, Franklin Foil of Baton Rouge and Joseph Lopinto of Metairie. All four of the lawmakers targeted so far are Republicans.
