A man stopped for questioning after he accosted two teenage girls had a makeshift "rape kit" that could be used to subdue a victim and hide evidence, Minden police said.
Police said there is no indication anyone has been raped but they have searched their files and alerted area law enforcement agencies about what they found.
Police said 43-year-old Johnny Walker had been hanging around outside Minden Medical Center earlier this week when he approached two 15-year-olds. Somebody called police about a strange man.
It was 70 degrees outside and Walker was wearing three jackets, Police Chief T.C. Bloxom said.
Police said Walker took the jackets off and officers found a stun gun, pepper spray, rope, makeshift gags, condoms, handcuffs, gloves, a ski mask, a screwdriver, a wig and a stolen license plate.
"He said he had the stun gun for his protection. He said he had the other stuff for his girlfriend," Bloxom said. "I don't know what that means."
Police said they were told it was for kinky sex. But they believe it added up to a homemade rape kit.
"It doesn't take rocket scientists to notice something's not right," Bloxom said. "We haven't figured out just exactly what he was up, but we know he was up to no good."
No sex charges have been filed against Walker. He is held on a weapons violation and vagrancy and stolen property charges. Police said they are running Walker's DNA through a database of sex offenders.
