The Rotary Club of Texarkana has opened its Rotary Splash Pad and will have a groundbreaking at 10:30 a.m. July 17 at Springlake Park in Texarkana.

The Rotary Club has also partnered with the City of Texarkana Texas Parks and Recreation and the Texarkana Chamber of Commerce. The event is free and open to the public.
