Right now, AEP Swepco is reporting that close to 25,000 of its customers in Caddo Parish have no power.  On the other side of the Red River in Bossier, that number is 12,000.  Power outages extend as far south as Natchitoches Parish and as far west as Gregg County, Texas.  Residents in Northeast Texas and Southwest Arkansas are also dealing with power outages.
