CADDO PARISH, La. -

It's a case that's haunted her family, as well as Caddo Parish detectives.

January 23, 2012 marks one year since 30-year-old Tracy Winslow disappeared, but investigators have never given up hope of discovering exactly what happened to her.

Tracy Winslow was last spoken to shortly before midnight on the 23rd outside of her mother's Oil City home after a night out with friends.

"Her family hasn't heard from her. Her three children haven't heard from her. She was working at a place in Oil City. She didn't show up to work on the 24th and hasn't since," said Lt. Bill Rehak with the Caddo Parish Sheriff's Department.

Caddo Sheriff's investigators say that, on January 24th, 2011, patrol officers were called to North Lakeshore Drive for a vehicle on the side of the road that was fully engulfed in flames.

That vehicle turned out to belong to Tracy Winslow but she was no where to be found.

"From there, we realized that Tracy Winslow was missing," Lt. Rehak said.

Lt. Rehak says she was on the phone with a friend when she arrived at her mother's home.

That friend overheard an argument begin between Winslow and a male on the other end of the line.

Lt. Rehak says the friend believed the male voice he heard was that of Winslow's estranged husband Eddie Jackson.

"Through our investigation and interviews, we found that Jackson was in very close proximity to the car when it was set on fire."

Lt. Rehak says investigators discovered that Jackson made a phone call to friends asking to be picked up near where Winslow's Dodge Charger was discovered on fire.

"At this point, we believe he kidnapped her. He kidnapped her shortly before midnight on the 23rd," Lt. Rehak said.

Eddie Jackson was arrested and charged with second degree kidnapping and aggravated assault. He is currently in Caddo Correctional Center awaiting trial.

Lt. Rehak says as recently as last week, investigators were searching three different areas in north Caddo Parish for clues to Winslow's disappearance.

He says detectives believe Eddie Jackson was the last person to see her alive.

The Caddo Parish Sheriff's Office still urges anyone with information regarding Winslow's whereabouts to call them at (318) 673-7373.

The case is being treated as an open missing persons case.
