Panel rejects proposal to cut 15,000 state jobs

       BATON ROUGE, La. (AP) -- A government cost-cutting panel rejected a proposal to slash the state's work force by 15,000 employees over three years.  Instead, the Commission on Streamlining Government favored a recommendation that agencies "target" a 5 percent cut in their staffing each year for three years.  If they can't reach the target figure, they must explain why to lawmakers and the governor's administration.  The commission approved the targeted 5 percent recommendation with a 6-3 vote.  Treasurer John Kennedy, who proposed the more restrictive cut, says the revised proposal doesn't do enough to shrink Louisiana's government work force.  Gov. Bobby Jindal's top budget crafter, Angele Davis, argued Kennedy's idea was too sweeping and could lead to widespread layoffs and deep cuts to essential state services.  She says government jobs should be eliminated more strategically.
