Bossier City settles lawsuit

The city of Bossier City has settled in a lawsuit filed by real estate developer U. L. Coleman in 2008.

Four years ago the Bossier City Council voted against a request by real estate developer U. L. Coleman to allow access to its proposed apartment complex from Arthur Ray Teague Parkway. 
Coleman filed a lawsuit. With a federal trial date that at one time loomed in the spring -- along with City Council elections -- The suit was finally settled in early December.

In addition to U. L. Coleman getting its access the city agreed to a long list of expensive requests.

Among them, the city will invest more than $10 million in infrastructure for the development, as well as pay more than $6.5 million in damages, and donate nearly 40 acres of city property to the company. The property to be transferred is bordered by Walker Place, Barksdale Boulevard, Angelle Drive and CenturyLink Drive.

A million-dollar city park will also be built across the street, and an elevated pedestrian walkway will be constructed over Teague parkway to access the riverfront trail.
U. L. Coleman told KTBS 3 News that construction on the residential and retail development could begin sometime in 2013. A completion date is not known. The development will be next door to the CenturyLink Arena, a venue that has thus far failed to spark any widespread development.

An official statement from the city noted excitement "about the opportunity to facilitate and support this exciting new development in South Bossier and looks forward to the added quality of life it will bring to residents and visitors."
