Bowman takes late mother's commission seat

The Caddo Commission's Monday work session was the first for Jerald Bowman. He was chosen by the commission this past week to fill the District 5 vacancy left by his late mother Joyce Bowman. However, he's been working in New Orleans since 2011, according to his resume. That job was in student affairs at Dillard University. Bowman says he's been between cities during the past year.

"Over the past year, most of my work has been consulting," Bowman said.

Caddo attorney Charles Grubb says that doesn't mean he can't serve on the commission. There are three requirements to being a commissioner. One must be of age, a registered voter and have a permanent residence, or domicile, in their district. Grubb says Bowman meets those requirements.

"He could work part of the month in New Orleans and have a residence down there, but the question is where's your domicile?" Grubb said. "He put on his application that his domicile is in the district."

Bowman says he's no longer working for Dillard University and wants to focus on bettering his district.

"...And being able to meet all the constituents, and set up things, like for autism," Bowman said. "For the job fair I want to bring to the area. Also, for the cleanup."

Bowman says he doesn't know if he'll run for the District 5 seat later in the fall. That election takes place on October 19th.
