Mayor asks parish to lease dog park land, may not be legal

The Caddo Parish Commission helped secure $280,000 for a dog park in Shreveport. Now, it seems Mayor Cedric Glover may want the parish to take on responsibility and maintenance of the park. On July 5th, Glover asked parish administration to lease Hamel Memorial Park. That way the parish will take on all responsibility of a dog park there. Matthew Linn, the Caddo parks and rec committee chairman, isn't sure if the parish can legally lease the land.

"Currently, the land is owned by the City of Shreveport and the land is in Bossier Parish," Linn said. "I don't think our charter will even allow us to operate a park in another parish."

Linn says he likes the idea of Caddo Parish being in charge of the park. He thinks it can only happen if the city donates the land, giving the parish full ownership and control of it.

"Since the park was given to the city by the Hamel family, with the function having something to do with animals, then it would only make sense to offer that park to the parish for free so that we can fulfill the original donors' desires," Linn said.

The parks and rec committee should hear about the proposal during its meeting on August 8th. There, the proposal will be further discussed and studied. Linn believes the parish is willing to take on the dog park and says he'll work to see it through.

"If they wanted to gift the land to the parish, I would do everything that I could in order to fulfill the original donors' desires," Linn said. 

The Shreveport Dog Park Alliance's attorney is questioning the legality and practicality of the mayor's lease proposal. Again, the proposal will go before committee on August 8th. If the $280,000 and granted by the Red River Waterway Commission isn't spent by the city or the parish on a dog park, it will go back into their coffers.
