Ontario Pond Up for Debate

There's a small fish pond on Ontario Street in Shreveport. But city officials say, it may be a liability and safety hazard. The Wells family have had a pond in their front yard since March. Their goal was to give their yard some unique landscaping, but this small pond has received some pretty big attention.

Kim Wells said, "The immediate neighbors, most of them really liked it. A few have expressed concerns about safety. Most of them have children and I can see their point. I have kids, I wouldn't want them to get hurt. It's about 4 inches on one side and the deepest it gets is about 2 and a half feet, and it's sloped. So I would think any child that couldn't get out would be really small, and not wondering around."

Unfortunately, for the Wells family, a piece of their pond is on city property and if an accident were to happen, the city could be held responsible. Oliver Jenkins is their local city councilman. Jenkins said, "They didn't realize naturally that when they constructed the pond that it was in the easement so it was brought to the city engineers attention. Water features generally fall under landscaping and landscaping within the city of Shreveport does not require a permit."

Wells said, they'll be happy to get a fence or anything the city deems necessary in order to keep their pond. "I understand their need to legally make the city not liable and be able to come back later and get rid of it... if need be."

The Wells are asking the city for a variance to keep their pond and hold them liable if necessary. The city is asking the wells and their neighbors on Ontario street and the surrounding area to voice their opinions or concerns about the pond in the next city council meeting on August 13th. City officials want to get feedback from the community before voting on the issue.
