Dog Park Saga Continues With More Court Filings

The dog park saga continues with Mayor Glover's attorney's filing more paper work to stop progress on the dog park. Thursday, Glover's attorney's asked a higher court to stop, or stay, Judge Leon Emanuel's ruling in favor of the dog park.

Now you may remember a few weeks back when attorneys for Mayor Glover filed an appeal in the 2nd Circuit Court of Appeals. Their goal was to reverse a Caddo Parish District Court Judge Leon Emanuel's ruling against Glover and in favor of the dog park being built at Hamel Park. Shreveport Dog Park Alliance attorneys say Glover's attorneys left out a step, they  neglected to ask for a delay in complying with the lower court's (Emanuel's) ruling until the 2nd Circuit Court of Appeals ruled on the appeal. Otherwise Mayor Glover would have to comply with a City Council directive to accept $280,000 dollars from the Red River Waterway Commission for a riverfront dog park.

SDPA Attorney's say that's why Glover's attorneys filed to stop the proceedings in both courts Thursday. Because of the misstep, attorneys for the SDPA believe Glover can be held in contempt of court. Judge Emanuel also chimed in saying his ruling is now in effect and a stay is required to stop his proceedings. Emanuel also notes in court documents that Mayor Glover's attorney's should make that request with the appellate court. Furthermore, he notes, without that stay, he expects to see both parties back in court on either August 22nd or August 28th. Dog park supporters say they're tired of waiting and they're ready to start building their park. "We're ready to start this dog park. The funding is there, it's been approved. This is something that should've been done a year ago. It's frustrating when you have a goal and you've got the prize right in front of you and all you have to do is reach out to get it and all you have to do is reach out and get it, and the only thing standing in front of that prize right now is our mayor and that signature. Without that, there's nothing we can do."

Mayor Glover has said that building a dog park at Hamel Park would cost the city too much money in maintenance and the SDPA has only received enough to build the park. Glover has posed Princess Park as a more cost effective alternative location for the city to have a dog park. However, SDPA said they have funding and approval and they're ready to finally move the park forward at the Hamel Park site and Princess Park is not an acceptable alternative.
