Bowie County addresses cash flow issues

A clash continues over budget woes in Bowie County.
    
While commissioners took action Tuesday to help with the cash flow issues, the County Judge says it wasn't necessary.

In special called meeting of the Bowie County Commissioner's Court, Judge Sterling Lacy maintained the county was not about to run out of money.  

"We had a balance budget for the first time this year and we've not overspent that budget," said Judge Lacy.

The latest figures from the Bowie County Auditor show the county is projected to end the month of October with just over $146,000.

"This meeting was based on a report that was handed out at Commissioner's Court on September 9th, that proved to be not true," said Lacy. "Making mountains out of mole hills, and the actions taken Tuesday we're not necessary."
 
The Commissioner's Court took action on a vote to approve a temporary hiring freeze and suspend their contract on motor graters.

This action will move about $975,000 into their cash flow for October.

Commissioner Pat McCoy says the cash flow issue has left the county with an uncertain future.

"The steps we made today (Tuesday) will get us through October, next year's buget is what we've got to take on." said McCoy.

McCoy says if the county isn't broke, it's headed that way.

He says the county has been experiencing a trend in spending down their reserve funds.

"We can't make any mistakes, nobody can do anything out of the ordinary," explained McCoy. "If we have any emergency, we don't have money for it."

During the next Commissioner's meeting, officials will also consider a temporary spending freeze.
    
If approved, county staff would have to approach the Commissioner's Court before making any purchases above $2,500.
