Local Subcontractors Get Mall St. VIncent Work

SHREVEPORT, La -

Renovations to Mall St Vincent are slowly but surely underway. Just months ago, city officials passed legislation levying a one percent sales tax for mall purchases to pay for mall renovations. But the property owner had to agree to use local contractors to get some of the work done to keep those construction dollars here in the area.

Rouse properties, the company that owns Mall St. Vincent has been working with city officials to get in touch with local contractors to award bids to companies in Shreveport or the State of Louisiana. 

LeMar Flukers owns Giant Construction in Shreveport. He said, "In a perfect world, everyone would be even and it'd be an even playing field but in the world that we live in, we have to have those contingencies on contracts." He's a small business owner but they've handled everything from hotel remodeling to testing water pressure for the city of Shreveport. Now, he's working through the final contract negotiations with rouse properties to renovate Mall St. Vincent. Flukers said, "I'm glad that the city council and the mayor actually did that so now it's up to the main contractor to see to it that there are more minorities and local participation."

Per the city council ordinance Rouse is to make good faith efforts to award 50 percent of contracts to local companies to keep those construction dollars in the area and help build our local economy. The ordinance specifically states, "Company shall make a good faith effort to meet the goals of the Program by (i) awarding up to twenty-five (25%) percent of all contracts for the Initial Project to DBE's or EDP's residing within the MSA who satisfy the requirements of Company's bid solicitation and, (ii) awarding up to fifty (50%) percent of contracts for the Initial Project to Louisiana-based companies (not necessarily DBE's or EDP's) who satisfy the requirements of the solicitation.


Flukers says the benefits of this contract are wide reaching for his business and will give him a competitive advantage in the future. "We're able to get more machinery and bid on larger projects so it's definitely a blessing." And besides keeping those dollars in Shreveport, Flukers says they're excited to be hands on with the renovation. "It's supposed to be nice, it's supposed to be one of the main attractions for Shreveport once it gets done."

Officials say the renovations on mall St Vincent should be complete by early 2014.
