Homer council members absent, meeting rescheduled for Thursday

HOMER, La. -

After 45 minutes of waiting, Homer Mayor Alecia Smith had no choice but to call it a night.

The town council needed three members to show up to reach a council meeting quorum requirement. Residents got one: District 3's Don McCalman.
For the room full of attendees- left wondering where their representatives were- they say Wednesday night's outcome is unlike anything they've ever seen before.
"I was surprised the council members didn't come, but I set the meeting for tomorrow to assure they'll be here," Smith said.

Smith- and her absent council members- were supposed to discuss the options for continued police patrols in Homer.

Ordinance A would adjust the police department budget at a cost of about $8,000, according the HPD's Pamela Breedlove. The other choice would not fund the department instead contracting with the sheriff's office. Breedlove says the second choice would come with a price tag up to ten times higher than the first option.

The council members absence was not wholly unexpected given the long-running strife between the Homer mayor, council and police chief.

"That's the nature of the beast," said Terry Willis, President of the NAACP Homer chapter. "People normally throw rocks an hide their hands when they're under pressure, but this hurts all of us. I think we desperately need a police department."

Even given the months of arguments between the parties, those in attendance say it's still a shock to see the council room chairs empty 45 minutes after the meeting's start.

"I can tell you as a city attorney for Grambling, we have never had a meeting where we didn't have a quorum," Breedlove said. "That's what they're elected to do is show up and take care of city business."

Smith set another meeting for Thursday, Dec. 5 at 6PM in council chambers.
