SHREVEPORT, La. (KTBS) -

"I'm afraid that if he got out, the same thing would happen to another family member. They would have to go through the hell that I've been going through."

Cryptic words from Lynn Hebert, the daughter of Schuncey Bates' 78-year-old murder victim Sara Goss, as Hebert pled for his continued imprisonment during a parole hearing in 2001.

Authorities believe Bates opened fire on Goss as she was stopped at a red light near Portland Ave. in the Queensborough neighborhood on November 16, 1994.

"He's asking for clemency and mercy, but where was it afforded to Ms. Goss?? Where?!", asked CPSO representative Howard Malpass angrily, making a statement before the parole board.

Then just 17, Bates claimed he was framed for murder, and pled guilty instead to armed robbery, and served six years.

He was released and busted again later for drug and weapons offenses.

Bates was released from prison again in August of 2007.

"Our detectives believe, at this point, that he should be considered armed and dangerous," says Bill Goodin, with the Shreveport Police Dept.

Now, police are looking for 36-year-old Bates in connection with a shooting on Lillian Street, once again in Queensborough.

Authorities say he shot 40-year-old Orlando Debrow several times in the upper body on New Year's morning.

"We have interacted with this suspect time and time again and many times, it's dealt with someone who was immediately willing to not only fight police, but often times carried a firearm," Goodin says.

Police believe an on-going dispute between Bates and Debrow ultimately led to the shooting.

But as for the murder of Sara Goss, there's still no explanation.

"I don't want him ever to get out," Hebert warned back in 2001.

Bates is charged with attempted second degree murder for the shooting of Debrow.

After his release in 2007, he was under supervised parole until May 2008 for possession of a firearm by a convicted felon.

He's also been arrested in Shreveport multiple times in years since, mostly for drug possession and resisting an officer.

Debrow is still being treated for his injuries but is expected to recover.

Anyone with information regarding Bates' whereabouts is urged to call Crimestoppers at (318) 673-7373.
