Bowie County Judge requests investigative audit

Bowie County Judge Sterling Lacy is requesting an investigative audit into the borrowing practices of the county's previous administration.

Lacy told reporters Thursday that he has sent letters to federal and state agencies requesting an audit into the borrowing practices of the previous Bowie County Judge, James Carlow.
He says an audit will discover if Carlow followed state and federal laws when it came to financing purchases such as the old Swepco building on Main Street in Texarkana.
Lacy believes that stopping the practices of the past administration may have caused a negative impact on the county's current reserve funds.

"It looks like somewhere between $2 million and $3 million disappeared as soon as we stopped the old practice that was not proper to begin with," said Lacy.

Judge Lacy expects to have a response from the agencies next week.
Meanwhile, James Carlow says Lacy's audit request is a publicity stunt.
He says the county was audited every year while he was in office by an outside firm and they never had any problems.
