Texas redistricting fight is boon to lawyers

The fight in Texas over the once-a-decade redrawing of election districts is a boon to lawyers with a court battle still raging four years after the 2010 census.

Since the 1970s, litigation over redistricting has taken an average of about six of every 10 years.

The Texas constitution calls for state lawmakers to draw political districts. Texas added four new congressional seats in 2012, more than any other state, due mainly to growth in the Hispanic population. But Republicans drew maps to create three new districts that favor them.

Minority groups sued and a federal court replaced that map with a temporary one of their own. The judges will hold a trial to consider additional changes in July.
