Flood plain changes save residents money, flood insurance gets cheaper

Flood insurance can cost an arm and a leg. but some in Caddo Parish no longer need to worry about it. They've been removed from flood zones. This comes around three years after FEMA mandated new flood zone maps be drawn. Those left in the zones can get a discount now, too. Some residents living in the flood plain along Old Mooringsport Road are lucky ones that no longer need flood insurance. The flood plain has been taken in.

"The benefit of this one is that many of the flood plains were narrowed," James Demouchet, the parish's flood plain administrator, said. "So, it benefited a lot of people."

The benefit is saved money that would normally have paid for flood insurance. Demouchet says the owner of a $100,000 home could pay around $250 a year in flood insurance. That's after a 10 percent discount from the parish's participation in the national flood insurance program.

"They're going to save quite a bit," Demouchet said.

Those with homes still in flood plans will also save money on insurance. Senator Mary Landrieu and other law makers passed legislation that allows those homeowners to benefit from the national flood insurance program discount. Before, the Biggerts-Water Act prohibited discounts.

"You could actually end up paying less than someone who doesn't live in a flood zone," Demouchet said.

You have to be willing to spend money on flood protection. Demouchet says for every foot a home is elevated above a flood plain, an additional discount is given.

"A base foot elevation of, say, 159," Demouchet said. "If you build one foot above 159 at 160, you get a break on your flood insurance policy. If you build two feet, you get a larger break...."

Demouchet says Shreveport residents can get a 15 percent discount on flood insurance because the city participates in a different program. The Caddo Commission passed an ordinance allowing the maps to be made official. Old flood plain maps nationwide expire on May 17th.
