Homeland security, Caddo has until July to open office

Bossier Parish, sheriff's office and Bossier City stopped funding the Caddo-Bossier Homeland Security Office last year and formed an office to serve only their parish. Now, Caddo Parish officials are now working on their own homeland security office. Caddo Commissioners entered Thursday's meeting with a looming deadline introduced to them Monday by parish administrator Woody Wilson.

Wilson says commissioners have until July 1st to restructure the Caddo-Bossier Homeland Security Office. Bossier's police jury acted to save the parish money. The changes commissioners will decide on should save them money, as well.

"Because we're downsizing," Wilson said. "With this budget, I'm telling you, I think they had 12 or 13 people."

Wilson says the plan is to open a Caddo homeland security office with a staff of two at the 911 call center.

"I think, in order to have a more sufficient operation we need more than  that, but we have to start somewhere," Sandy Davis said.

He's the C.B.H.S.O.'s director. Davis says several of his staff members have already lost their jobs and even he will need to reapply.

"Bossier has made a commitment to rehire one of our staff members," Davis said. "We still don't have any confirmation from the Caddo side as of today."

Wilson says the new office will only cover Caddo Parish, so a large staff isn't needed.

"Since we have half of the responsibility and half of the requirements, it does not necessarily need 13 people working in the office like we used to have," Wilson said.

Davis says losing federal grants cost 68 percent of his budget, dramatically increasing the office's cost for Caddo and Bossier parishes. The annual budget for the Caddo-Bossier Homeland Security Office is just more than $760,000. Wilson hopes the new Caddo office will cost $150,000 to $200,000.
