When Bossier Parish opted to separate from the joint Caddo-Bossier operation last year, it forced Caddo authorities to open their own office. The new center will be housed in the Caddo 911 building.

Caddo Commissioners, City of Shreveport, and the sheriff explored several options, including collecting dues to cover a director's salary.

Instead, authorities decided to merge Caddo's security and emergency preparedness obligations into the sheriff's office operations.

Initial estimates showed a separate organization would cost about $180,000 a year.
