Mayor puts fire chief on administrative leave after indictment

LATEST FROM CITY HALL: Shreveport Mayor Cedric Glover has put Fire Chief Craig Mulford on administrative leave, with pay, following the department head's indictment and arrest for allegedly covering up possible misconduct at Fire Station 8.

Glover said Deputy Chief Tom Self would be acting fire chief. Self was on vacation, but would return to duty next week. Glover also said Self was scheduled to retire in August.

The mayor, who appointed Mulford to the top fire post three years ago next week, said he was also calling for an internal investigation to determine if the chief had violated policies.  

Glover said he was following the same pattern of review and investigation that Mulford used last year when looking into allegations of misconduct at Station 8. That led to the termination of five firefighters for their alleged roles in cruelty against a mentally challenged man.

Glover said "our prayers go out to Chief Mulford'' and the men and women of the Shreveport Fire Department.

NEW INFO: Shreveport Fire Chief Craig Mulford is being booked into the Caddo Correctional Center on a secret indictment warrant charging five counts of malfeasance in office. Each charge has a bond of $5,000.



UPDATE: Shreveport Fire Chief Craig Mulford has turned himself in to Caddo Parish Sheriff's officials to answer an indictment in the Fire Station 8 scandal.  It's a story 3 Investigates has been following since the beginning, breaking today's developments.

The indictment of Mulford and a still unidentified person by a Caddo Parish grand jury was announced earlier today.  Bonds have been set at $10,000 and $25,000, though it's unclear which person has the higher bond.

Shreveport Mayor Cedric Glover and his staff are currently meeting to discuss how to address the situation.

PREVIOUS ARTICLE: The Caddo Parish grand jury has handed down two secret indictments against Shreveport Fire Department leadership.The investigation started in February, but the alleged misconduct dates back more than a year.

The grand jury was looking at SFD administration's response to the allegations of cruelty and prostitution at the hands of five former Station 8 firefighters.

As you may remember, prosecutors allege that four men--Billy Glass, Derrick Harris, Clint Richardson and Jason Vaughan, reportedly paid ten dollars each to hire a prostitute to have sex with a mentally disabled man in the station bathroom June 14th last year.

Word of this alleged event spread quickly. These men and other working on the A-Shift were notified of a formal investigation, but internal affairs and police were not informed of the allegations until five weeks after the event on July 30, 2014.

There are mandatory reporting laws in the state that require people report suspected abuse of anyone with disabilities.

This is the main reason for the grand jury probe, but we do know that other witnesses were called to testify-- people who didn't work at Station 8 or have anything to do with that matter.
