Lawmakers OK insurance, lotto, prisons bills

Arkansas lawmakers have wrapped up this week's special session, sending to the governor's desk bills to address teacher health insurance premiums, prison overcrowding and new limits on the lottery.

The House and Senate gave final approval to a package of bills addressing the three issues shortly after midnight Wednesday. The votes allowed the Legislature to adjourn the session within the minimum three days required by law.

The top agenda item for legislators was a plan to avert a 35 percent increase in premiums for thousands of public school employees, by removing part-time workers and some spouses from the plan, among other changes.

The House and Senate also approved a moratorium on the lottery launching monitor games such as keno and increased funding to open up more prison beds.
