And whatever's going to create jobs for the parishes and to stimulate the economies of those parishes." ken guidry with the waterway commission says one of the group's main goals is economic development. so the group has recently committed six-million-dollars for instrastructure improvements at the port. but recreation is also a priority. as evident in its funding of projects like another milion dolars for riverview park... and the controversial 200-thousand-dolar allocation for a dog park in shreveport. but how does the red river waterway comission... decide how to divvy up milions of dollars... among the seven parishes whose tax dolars fund the comission? "It's not particularly what's best for Caddo. t is it god for the district? Is it god for Caddo-Bossier?
