texas has laid out his vision for 20-13. john whitson started last week ... and says he's ready to serve texarkana. in a meting this morning-- whitson discusses his goals as city manager which include transparency in office... economic development... and intergovermental relations. i think it's all about being cooperative and try to get what's best for both communities and then the total community in general. whitson has more than 20 years of experience as a town manager in north carolina .. and served in the military before that for 24 years. he also has ties to the area.... he was a lieutenant colonel at red river army depot in the 1980's. still ahead--all the president's men. president
